WHY DEMOCRACY IN INDIA IS DEPLETING

One of the most unfortunate development for the democracy and it's  administration of this vast country is that most of the discourses reining the public sphere have little to do with day to day life issues of common people of the country. Even if such issues like income , wealth, employment, migration, education, health etc are discussed in public arena discussions are made on macro level and in complex terminologies and jargons which are beyond the comprehension of genral public. For example when this year the country is facing the condition of under raining media is talking about El Nino but very insignificant efforts have been made in vernacular press to explain El Nino in the simplistic manner. Same is with data showing economic conditions. In reality discussions in public forum  is in such a language and grammar that does not percolates the target population . In other words debates among intellectuals and among politicians which appear in local and national media through various means like traditional as well as social media remain disconnected from the people for whom and about whom such things are discussed. Secondly many discussions , particularly those appearing in political circle are far away from genral public needs. Thirdly areas which should be occupied by social issues are vacant where there is almost a dead silence about people's social issues like caste discrimination, gender disparity , ignorance , illiteracy, lack of education, and poor education, public utility services etc. Taking advantages of vacant space communal , fundamentalists and superstitious elements occupy that space. Fourthly there has been much hue and cry about democracy , yet the public discourse is never oriented to the functioning of democracy at grass root level by means of institutions and agencies which are entrusted with the task of governance. Fruits of functional democracy are reached to the public by means of governance but we have almost no debate about the types of governance at the lower level of bureaucracy and public representatives. Such hollowness at all  levels of public discourse is making our democracy more fragile , less resilient and less competitive. Along with English and Hindi media all other vernaculars are doing almost the same treatment to their local population . Serious discussions about functioning of democracy and it's governance aspect at lower level are not given adequate space and that space is allowed to be occupied by absurd and useless, and many times obsene and communal reels, shorts and petty but spicy news items. Both public and intellectuals,   voters and political parties, and  locals  and activists have to understand that unless issues of democracy are not connected to the level and quality of governance at lower and middle level, and unless demands are not allowed to be generated from these two levels after realization of misgovernance due to depleting democracy , no miracle will save democracy from being fallen at the feet of totalitarianism. Discussions, debates, discourses must have been concentrating on common people's capabilities issues i.e. issues related to their social, political & civil , economic and informational &technological capabilities and public concerns should been been given shape of demands upon democracy but things are moving other way round where concerns are defined by those who should have been held responsible for listening to the people. Those at the top are deciding what should be be demands. When demands raise from the lower level it is democracy but when demands are framed at the top and sent to the bottom to discuss and to imbibe it is authoritarianism.
